And since a horse’s hoof is basically one big toenail, it makes sense that ponies paint them the same way some people paint their toenails. And if you’re going to do that, you need a toe-separator, right?
Well, nails, since they’re all feet. The “hoof spongey thing” is a toe separator.

Specifically it’s the middle finger/middle toe. The index “finger” and “ring finger” and equivalent toes form supporting structures called pastern bones in horses.
