That was probably the idea actually, considering Twilight’s cutie mark is a hairclip, like many of the others. The toys probably didn’t get the memo, kind of like the Dazzlings’ toys and how they were sold as normal ponies

I kinda wonder how official the cutie marks from the Shadowbolt toys are, when the human Shadowbolts don’t appear to wear them in the movie, but do have alternate decorations that could pass for Cutie Marks.
 
Indigo Zap has her lightning bolt earrings, Sour Sweet has her cranberry sprig hair ties, Lemon Zest has a picture of a pie slice on her headphones, etc.
