Along that line, my thought is that ponies’ brains don’t process as much as humans, so they literally see the world in a kind of cartoony way just because not everything registers, and unless they’re horny or something, they just don’t notice genitals, and we see what they see.
 
That, and maybe some combination of Succub’s headcanon. I know a lot of aquatic animals have that, too. That’s actually a really neat headcanon.

newborns have no control of this and thus are exposed for a long while but ponies mature fairly fast too so it does not take long for them to learn how to do it.
