Dragon scale armor has been deemed “unreliable” by a committee that includes employees of the interceptor body armor company.  
In other words: people who’s job is to produce and supply the US army with their current set of body armor called a possible competitor’s product “unreliable”, still are on a board to decide on the US Army’s body armor.

That armor has been considered unreliable by the United States Army because the adhesive that holds up on the individual ceramic plates would fail under hot and cold conditions, thus causing all the individual plates to fall to the bottom of the vest. And it still doesn’t work against armor-piercing rounds.

Dragonscale armor does protect from .50 gals and a lot of stuff that “usual” body armor does not protect. Also for shotguns: most kevlar vests do provide a good enough protection from buck shot, depending on range, of course.

Bulletproof vests don’t protect you from armor-piercing rounds, .50 Cals, automatic gunfire, shotguns, missiles, tanks, or the strike velocity from the bullets. That’s what shields are for.
