Well, they know what he’s going to grow into eventually, and they let him be Twilight’s closest confident, assistant, friend, etc. Celestia had to know the future advantages of letting
her successorTwilight grow together, and form a super close bond with, a creature that would eventually become a gigantic game breaker in almost any confrontantion.Edited

I like to think he was raised by Celestia to be Twilight’s bad-ass protector.
And that she lulled him to sleep each night with lullabies like this
there would be too much blood and burnt corpses if they let Spike fight for real.
That, and after S3, Spike usually gets the newest writers who don’t know anything about him to write his episodes,
if the episode is good is because it was written by one of the old writers from S1 and S2. That’s why Spike is usually awesome when the episode isn’t about him.
So basically the reason most Spike episodes are kind of lame is because his true awesomeness would break the show’s rating system?
I could buy that.
