It’s implied that the Payday Gang’s Jacket is potentially a copycat. Either that, or it’s the original guy who is suffering from “amnesia from surviving a situation that would definitely kill the main character” disease. I prefer to think he’s a mute copycat who got way too deep into character and thinks he’s the real deal, but didn’t know the original guy’s persona and instead created his own.
Technically this a Payday reference more than a Hotline Miami one.

I thought it might be Wick. Though sunglasses would have made that clearer. Nevertheless, the only heister who doesn’t by default wear a full facial mask. Then again Bonnie is plausible too.

That still doesn’t help identify what character from Payday 2 is being referenced here.
On the DA page the artist tagged it Payday 2. Just saying.
But I don’t see him doing it for money. He was never into getting rich just getting revenge for The Beard and supporting the 50 blessings group and to push the Russians out of America.
Not entirely sure where Payday 2 comes into all of this. Unless Gilda here is supposed to be Bonnie.
