Nah. She doesn’t have the Pinkie-esque frizz Tropical Dream has. Her hair is one solid color, (Tropical’s has a gold streak) and she has a “regular student” build. Tropical Dream and Fleur have the same muzzle, and Fleur’s EG face is more angular. If TD was to appear in Equestria Girls, she’d have the same build as Fleur.
