I dunno, probably cause I just see that Dash as kinda more of a free spirit than normal Dash. She’s not mentally challenged by any means. Just horrifyingly naive and painfully innocent sometimes. Like so innocent others misunderstand her actions. So with her being such a individualistic and childish horse, maybe she’d have less incentive to groom herself? I guess? If that makes sense.
 
Kinda like the part where she mentions how kids have great ideas and how she listens to them. Such as ice cream for dinner, and then doing stunts while on a sugar high that result in breaking both her wings and all four hooves. That sounds like something dumb a kid would do XD
 
So as part of that child-like rebellion she’d refuse to brush her hair. Thats essentially what I’m getting at here.
