That sounds like the excuse Palcomix would make, yes. They’re still behaving like kindergartners, but they’re totally 18, guys, it’s cool because we all know it’s the body not the mind that determines the ability to give consent.
If Spike is old enough to pitch a tent, assuming dragons have more than a cloaca, then the CMC are old enough to have breasts. In fact, girls typically develop breasts before boys develop the brain connections necessary for visual arousal, so assuming all four are the same age they’re at least 10* unless they’re all abnormally early like Dinky
