I would think so, though this was drawn by a Japanese person, so possibly the Japanese interpretation of Tanabata is going to be different than the original Chinese Qixi. To me at least Rarity looks like she is wearing a kimono, and that is possibly what the original person who tagged the artwork also thought, but it could be wrong. I’m sadly not familiar enough with Asian fashion to know what specifically both characters are wearing. You are free to change the tags if you wish :)

It’s a drawing for Tanabata, a day in Japan that celebrates the day where two dieties can see eachother for an entire day, since the rest of the year they aren’t allowed. This picture is saying that Rarity and Applejack are those dieties.
