According to the tags on the source, Luna recognizes Skyla’s antics, hence her happy surprise. Celestia and Cadance, on the other hand, seem to be uninformed.
 
Which raises the question of when exactly Skyla saw Jurassic World. She probably just saw the appropriate trailer and is copying it.
