No, see… if you fill the bath top up to being avoive the top of the box,… the box is still only 100% full!

Imagine a bathtub with a box in it. That box is porous and allows liquid to freely flow through the sides.
Now the bathtub fills with water- as it does the level inside the box rides… the water comes and goes from the box, but the percentage of filled box changes only as the water level rises. You’re assuming a closed system, where there’s no such requirement.
Picture a box. Now picture something in the box expanding until it explodes the box.

but % is literally ‘of 100’ and any result not exactly 100 must be something other than 100. excess is ignored.. but if you don’t wanna just be 100% then it must be less.
