I believe by “non-mlp oc” is indicated the fact it is not an OC present in the MLP official universe.
 
but… that’s exactly what an OC is. A character created by someone that isn’t actually from the show.
 
the “non-mlp oc” is only for use when you have a pony or other mlp character in an image along with an oc that has absolutely nothing to do with mlp, like a random furry.

This OC interacts within a pony-universe after a fashion and is, essentially, a take on appearance of a species within it. I believe by “non-mlp oc” is indicated the fact it is not an OC present in the MLP official universe. Tumblr’s, however, take things much further.
