That’s what I thought when I first saw this scene myself.
I think they were. When any of the shows writers are talking about an obstacle or spat between Luna and Celestia, it’s always alluding to NMM.

Even the Royal Sisters know that what Mayor Mare speaks is the truth. Even royalty like them can have petty squabbles from time to time, but they always make up since they’re family after all.
Not to mention considering that Celestia and Luna were probably thinking about Luna’s fall to the Dark Side due to her own jealousy and bitterness toward Celestia, hence them making up so quickly. They are sisters, and they love each other very much.
Is it wasting my time if I enjoy it?
