Well they have no central leader or organization (as it mentions above ) so it can’t really be fascism. Of course it could a extortion organization,since it’s unlikely a power vacume won’t get filled in some way by some entity claiming authority (the obvious flaw of anarchism)so it’s possible either some rich griffon has hired enough thugs to maintain his order by forcing the residents to pay “protection” money but otherwise offering no services comparable to a government or some demoguge has risen to power by a dubious election and claimed the “republic of Griffonstone” but also declared himself president for life and also hired enough thugs to maintain his way of things but once again offers no real goverment services,this doesn’t stop him from proclaiming how great it is that Griffonstone has no “oppressive” monarchy and how “free” the people are.
 
If anything a fascist,or any rigth,center or left wing authoritarian system would just send its dedicated goon squad on you for questioning things rather then be made to rile up a lynch mob from the populace.
