The only “blatantly illegal” action I can recall from the episode was the jailbreak, and that was probably excused on the grounds of it being false imprisonment to start with.
 
As for “Tanks for the Memories”, I don’t really know how much time and expense was involved in repairing Rainbow Dash’s damage, and I don’t know what (if any) punishment was levied on her, and I don’t particularly care; it was incidental to the story, so I’m not worried that the details weren’t spelled out.
