The joke here was that Internet Explorer has the reputation of being a vector for malware infections. (Back in the day, Firefox, etc. were disabled by malware as if they were antivirus programs.) Thus, one may want to run a program such as wget or copy the installer for another browser some other way.
 
But ho ho! I forgot Win7 does come with an ftp program by default.
 
So you can use ftp releases.mozilla.org to get Firefox, for example, instead of having to use IE to deliver the program for you. Much more elegant.

IE9 isn’t actually that bad. I’m forced to use it as part of my job. It’s slower and less visually appealing than all the other browsers, but by no means useless (like the previous versions).
