In the Royal Guard, I think ranks are distributed as the normal Private->General, but the Captain is the highest rank in the Royal Guard in this case (excluding the princesses).
 
On the other hand, a Captain is known as a ‘Junior Officer’ in the army (but in Naval and Coast Guard, Captain are considered Senior Officers). If Flash’s biography consider him to be a high-ranking Pegasus guard. Either Sargent or Lieutenant would fit his rank. If he was considered a lieutenant however, both Shining and Flash will be ‘Junior Officers’.
 
However, higher ranks have command over lower ranks, so superiors always go first!

Dude. Senior officer first. Do they teach these guys nothing at the academy?

This must be far along enough in Twilight and Flash’s relationship that he has the guts to stick up to him. Perhaps Shining tried something previously and his sister chewed him out for it, so now Flash knows it’s safe to deal on equal terms.

This is the first time I ever see Flash actually getting hostile towards Shining Armor.
