Well, Twilight does look older. Very small breasts with just a training bra, but not as young as when she started being Celestia’s student.
Celestia is afraid that Twilight will use this power to undress others, so she wanted Twilight to feel how it would be for others; kinda like how police spray themselves with pepper spray before they can use it (not sure if true). – It’s also because Celestia has no clothes for Twilight’s size. – And Celestia thought it was a fun idea, as she’s a bit pranky of herself.
They are at Canterlot, and she had to walk home to and through Ponyville.
It might be brutal; but Celestia don’t like herself being exposed.
