Its pretty sad when the very first villain of Z,the person who led to Goku’s first death (A major thing back when the show/manga had started), and is also Goku’s brother is so insignificant and forgotten as the series went on. Out of all the characters they choose never to bring back at any point, even for a small appearance, its someone like Raditz. I kinda get Launch(or Lunch) being forgotten since she wasn’t a very important character, but him and 16 being demoted so hard is pretty disappointing.

Well for an immortal there is no longer a state of “near death” to be recovered from, so probably the latter.
 
I find it hilarious how that plot device became the only reason vegeta could so much as surpass Zarbon and Dodoria…let alone be any kind of threat to the Ginyus and Frieza.
