They did, through Build-a-Bear Workshop. But at ~$65 each (when you include the optional gala dress and some shoes), I expect it was a minority of children who got even one.

I’m surprised they didn’t do an official gala dress toy sooner. Hopefully they are reasonably priced for the children.
