Apparently after Nightmare Moon and Tirek were no-shows and the Sirens demanded too much money, the artist had to call around desperately to find others to fill up the pic, and thus Flim and Flam, Gilda, and Trixie get to be villains rather than just antagonists.

Prince Blueblood and Diamond Tiara wanted in as well, but both were too demanding. And Sunset Shimmer refused to do it on the grounds of being reformed. (Discord on the other hand is an attention whore and will always pose for a picture no matter what.)
