I think that was said in one of the books or something… vaguely remember reading a website saying it was.
Of course, that doesn’t make it even a teeny bit canon for the show, or even other books/audio dramas/etc. whose writers choose to ignore it. But previous commenter wasn’t totally on crack when s/he said that.

Not entirely. Sometimes the doctor is dying and it takes a while to regenerate. so he could have been close to death at this point. Gotta follow the blog to see.
