Or maybe Twilight wrote the concept/idea, wanted to make it pretty good, but Rarity took it and made it what it was.

Nah, if someone wrote Reflections in universe, it would be Twilight…the contrived plot, the Star Swirl relevance, good King Sombra personality, the blatant Celestia shipping, it all just seems tailor made to suit Twilight fanmare tendencies.
If anything, Rarity would write fanfiction…shipping herself nonstop of course.
