Well, I wonder if it means something in line of “Hey granny, You CAN turn back. It’s OK to give up.” or “It’s never too late to give up on what you call your dreams but are totally false”…
Personally I think if it’s encouraging it is said like this: “It’s always a ripe time to follow your dreams.” Being that the dreams are a loving matter, That is.
It’s basically saying you can still GIVE UP on your DREAMS.
It’s not the most positive message.
