Even if they could help, once the Pegasi got there, the Royal Sisters could not risk making a move without injuring Rainbow or one of the other Pegasi. So they just supervised, then retreated when Spike stepped in.

Why did they even need to fly there, if Twi could light up the fire for Spike all the way from her seat they all could have just stayed where they were and melted the damn thing in a collective effort.
 
It doesn’t really matter if they went there to help or not, in the end they did nothing to stop the danger when they clearly could, and so easily at that. For this crucial moment the greatest leaders of Equestria conveniently “lost” their powers, because the story demanded to give a certain insecure dragon a chance to prove himself to everypony.
 
Which does exactly the opposite, and proves that Spike is really useless unless everypony around him is severely nerfed and rendered helpless on a writer’s whim.

The Royal Sisters fly on to the screen at such a last second, you barely even catch them heading up to either help Rainbow and the other pegasi, or supervise them in trying to slow the ice cloud down before it hits the stands.
 
At least it proves that when their citizens are in danger, especially right in front of their eyes, they won’t hesitate to head up to command the rescue effort. After all, you want your citizens seeing you risking your life for them, knowing it could be the last thing you do?
 
I don’t think Celestia and Luna would want to become martyrs because of a simple, freaking accident. So they were playing it safe as they headed up to help Rainbow and the pegasi.
 
From a depth perspective, it looks like they are still farther away from the cloud, than even Bulk Biceps. You see how fast Rainbow got up there by the time Celestia and Luna came on screen? Fluttershy too? The Royal Sisters were not taking any chances heading up to help.
