With the Shining Armor Prince Blueblood comic out, I find this statement as amusing as it is potentially ironic. Turns out Blueblood is much better at dealing with foreigners than his own citizens.

to be fair, the canterlot elite are all very superficial and for all we knew, Fancy Pants could just have been one of the wealthiest of residents, or just a celebrity / super star, maybe even an actor..
thing is we don’t know, but now with this scene, some information in the future kind of warrants itself, especially since Twilight should get more politically involved with the affairs of Equestria someday.

Not really, Rarity described him as “the most important pony in Canterlot”, when he was first introduced.
most headcanons I know suggest he is or used to be a diplomat for the country, but that’s for the show to confirm someday, obviously.

She’s the mayor of her city. Mayor Mare is also there, what makes me think Fancy Pants and Fleur de Lis are also politicians.
