That’s quite a design flaw. I can’t believe the government would be stupid enough to make something like HAL without looking for bugs like that.
HAL was designed to share information and be a helpful part of the crew. When the government gave information that he was order NOT to give to the crew, it went against his basic programming. He got caught in a loop that he calculated would resolve itself if the crew all died and he took over the ship.
It’s explained better in 2010: This Book Series is Not Historically Accurate. I’m not sure what the name is exactly, but it’s the sequel and it has 2010 in the title.
