From what I can guess, someone was planning on adding Tirek to his fanfiction, but Hasbro pulled a fast one by using him first. So much for Spike and Applejack being the only G1 characters they still held the rights for.
One does not need to look like a brick outhouse to look like a serious threat.
On ANOTHER hand, this Tirek is a lot less muscular than usual, maybe this is Teen!Tirek, before he fully figured out how to be badass.
