I actually made some calculations based on that picture, and Princess Celestia should actually be about the same height as human Fluttershy.
Assuming human Fluttershy is the average height of a girl in her upper teens, the average adult pony mare is ca 81 cm tall. (Just under 2.7 feet.) Pony Celestia meanwhile stands 162 cm tall (5’4) not counting the horn, whereas human Celestia is an unusually tall woman at just over two meters (6’8).
If the above picture was to scale, pony Celestia would really only be slightly larger - pretty much exactly a head shorter than her human counterpart.
