I don’t accept Project Horizons as completely Fo:E canon, for the simple reason that Kkat, who created the Fo:E world by writing the original novel had little to no creative input in the writing of Project Horizons. It’s written by very dedicated fans of her work, but Kkat herself did not work on Project Horizons.

The most I think she may have contributed would have been some advice and possibly a bit more into the backstory and lore of her world. Other than that, she didn’t write it.
