Well it sold well initially because it was friggin, Pac-Man. Pac-Man fever was running hot then, so lots of people bought it before they heard how poor the port was.

To be fair, it was still enjoyable. Atari had this megalomaniac thing when it came to pressure programmers into making games as fast as they could inhumanly do, such at E.T. However, the Pac-Man port sold a lot better despite how it was received back then.

Most things are better than ET.

Pac-Man could stand to go to the landfill too, though for different reasons. They actually made more copies of Pac-Man for 2600 than there were 2600s out there, on the hopes that the game would spur more system sales.
