I’m thinking that line may also reflect a mindset Celestia had that kept her from realizing Luna was descending into the Nightmare Moon form. In her view Luna was simply impossible to please, made too big a deal about things, etc. And of course in Luna’s mind the slights were personal/intentional, i.e. “you don’t want me to be happy.”
