Another possibility is that she’s there to ensure no one brings in outside food or drink. I’ve been to plenty of events where the security guards are there to drive up meal and drink prices just as much as they are to prevent terrorism.
 
Those nachos were probably $15 or more.

Bit of a tangent, but I suppose it’s not impossible to imagine that the Changelings, led by Chrysalis, exist in this world as extraterrestrial aliens, who attacked the world once in a Mysterons-style “war of nerves”, but were defeated - and security is a legacy of that: something society no longer takes especially seriously, but still has just in case.

It might just imply that there is a lot of underage drinking and drug-taking at these festivals, and that well-meaning legislators in their world believe children are at risk from it.
