Which means she saw no difference between a dragon and a dog.
 
Plus the way they had Spike become a pet dog in the human world, where even the Sirens and Diamond Dogs had human forms. That’s kind of very telling on what their thoughts of Spike were in the early seasons.

The way they wrote Spike in the first two seasons, I actually think they were going for a pet then.
 
Remember when Celestia sent them to the dragon in the first season, she referred to it as an animal, which is why she wanted Fluttershy to go.
