DUSTY IS BEST CAPTAIN
@Yorec
But wouldn’t Spitfire be to blame for appointing Lightning Dash in the first place?

Exactly.

@Yorec
But you have to remember the Leader takes full responsibility for the actions of his group, regardless of what their subordinates may or may not do.

That would be Captain Spitfire.

The only thing I didn’t like about this episode; Lightning Dust was the only one reprimanded. I am fully aware that the tornado was her idea, and she was very callous about the potential tragedy, but still; Rainbow Dash helped make the tornado, she may have been reluctant, but Lightning Dust didn’t exactly have to work hard to convince her, did she? The tornado was a two-pony job, and only one pony got punished.
Notice how RD even shifts the blame some, “Actually ma’am, that’‘s what I’m here about. Lightning Dust used a tornado to clear those clouds.”
Yes Dash, Lightning Dust, and only Lightning Dust, you had absolutely no part in that stunt. That was such obvious responsibility ducking, I can’t believe she didn’t get called on that.

This. Wonderbolt Academy was a horrible mess.

So yes Lightning Dust does get all the blame for that stunt, Rainbow Dash at best would get a severe dressing down but otherwise would not be punished unless someone actually got injured or killed.
