Any and all animals will eat anything they can find if they are hungry enough or if it is “along the way”. This is called “opportunistic” and is well-documented all throughout the animal kingdom. Even deer, often seen as the most gentle and prey-ish animals ever, will sometimes nibble a bit off of pre-existing corpses they wander by.
 
Likewise, a minority of horses have been reported to consume meat opportunistically - especially if the meat is prepared beforehand or little vegetation is available. This is especially the case in harsh climates where they don’t have as much grass available and explicitly train their horses to accept fish and seal meat. Horses are also known to nibble on all kinds of things (edible or otherwise) out of experimentation.
 
Consequently, the horse species’s digestive system is specialized very, very harshly towards herbivorism and rapid consumption of ever-present foliage. Like some rodents, their teeth grow constantly and must be worn down by grinding at plant matter. Once food goes down their throat it travels about 1 foot per minute and is processed very quickly. They’re phasing out canine teeth - any given horse has between zero and four. They cannot vomit, making them more susceptible to meat-borne disease. Finally, their intestines go haywire if they are left empty for any reason.
 
All of these things heavily pressure horses to favor vegetarian diets and only consume meat opportunistically.
