I would guess it would be whatever television provider the streamer uses, since like you mentioned, DF is a cable, not broadcast, channel.
Well between the video here and that one, I find this all rather humorous.
PFFFFFT! AHAHAHAHAHAHAH! Oh that is GOLD! Now I do feel bad for the other bronies who wanted to watch this episode uninterrupted, I bet it really sucked. But you gotta admit, hearing the EAS go off with the characters’ mouth movements somewhat matching the EAS voice is pretty damn funny.
someone else suggested that the local station that was issuing the alert had severely maladjusted equipment which would make a lot more sense, although i’m not sure which station that would be since mlp airs on a cable network here.
I was in the stream and absolutely nothing was pinched or altered. For some reason this is what it sounded like live on the episode stream.
