One correction, the “bad guys from a 1000 years ago” bit.
honestly that is most likely a simplification for conversation rather then giving the exact number of years.
example, we say the US was founded 250 years ago but the exact number is 244, its just easier to round it to 250.
The villians could have attacked from 1000 to id say 1350 years ago though depends on if you want to round down or up. But easier to just say “1000 years.” because it gives the general ballpark.
The Royal Problem i honestly think that was either do to third group of writers or the usual “sacrifice continuity for the story” that was common in the show.
and to add to this: the real reason why she did nothing in the show, was that she just couldn’t interfere in twilight’s main path, which she herself set for her main prodigy and successor to the throne, and that was all a test to twilight, by achieving peace and unity throughout equestria and to trust those that are close to her, of which lead to twilight now in celestia’s place.

Expanding on this, just for fun.
Storm King - Said he’d be in Canterlot in 3 days (ignoring for a moment that the sun was kaput the whole time, meaning that what qualifies as a day is kinda sketchy- we will assume Our Evilness knows what a clock is). So, three days. Pretty short war.
The Timeline Incident - … yeah, all main points covered. As far as anyone who isn’t named Twilight Sparkle, Spike, or Starlight Glimmer is concerned this event basically never happened even if they do know about it.
Tirek - Yup. We’re lead to believe he was taken out fairly quickly once he was established as a proper threat, and we even got a World Healing Wave to undo most of the damage (unlike in real life)! RIP school playground, though. Hopefully Pipsqueak and DT have that on lockdown.
The Princesses ahd only been missing for a couple of days from what we saw and people were worried but there was no anarchy as you describe dit, no one was rioting or looting. they were concerned but the govornment was quick to step in and make it look like the sitiation was under control which would have calmed people
Storm kind was a single invasion our of all other incidence.
Ah yes the tme manipulation that only the people directly involved with it, Twilight, Spike and Starlight, would even know happened since the timline was fixed and all alternate timelines never happened.
Tirek was oncemore a few days to a week and what we saw he didnt destroy anything and even at his most powerful going through Canterlot he didnt destroy anything outside of kicking the main doors in which probabaly did minor damange to those doors, maybe the walls.
This is also a place where mangical monsters and other magical things exist unlike our world. We have insurance agaisnt natural disasters to reubuild and repair things when they happened. if its possible to have a monster ramapage in a city or town then its makes sense they have insurance agisnt it.
add in Ponyville is next to the supposed most hostile place and the residence there get on with life without issue.
heck when a monster was attacking they were just staying clear of the area and worrying about a wedding.
Equestri clearly had plans and other things in place to handle things.
Most incidents either were contained to a small area or lasted a very short time and did very little to no permanent damange.

Once again, the blind bias towards Luna strikes. Because criticizing Luna is the equivalent of committing the worst crime imaginable.
Except for that one time the princesses where kidnapped by plants and the entire day/night was stopped for who knows how long, and the entire country was thrown into anarchy.
Or that time the stormking invaded and turned the princesses into rocks for so long the mane 6 had time to walk the full length of the country, plus the desert beyond its borders, twice, before being stopped.
Or that one time some purple bitch decided to fuck around with time magic inorder to rewrite history just to be spiteful, and nearly erased all life on the planet.
Or that one time Tirek went on a rampage across the land to steal all magic from everyone, disrupting the entire country in the process.
You see, a lot of those “short incidents” would have upended most, if not all of equestrian society, made thousands homeless, or dead, and would have all caused damage that would take years to fix, each. It’s a good thing the writers have that Reset-Everything-to-Status-Qou button they can use after each of those episodes so the show won’t have to look at the consequences of each of those “short incidents”…
Well, keep in mind that these incidents of dysfunction have been relatively short- only lasting a few days at most, some of them don’t even leave a particularly confined area before being contained, and on the whole Equestria comes out stronger for every potential crisis averted.
All in all, that’s actually pretty well off for a civilization.
Not to mention, some of the pivotal things that have happened in-series probably wouldn’t have happened if Celestia hadn’t given the right ponies the right jobs to do at the right time (*cough* literally the whole series *cough*).
But yeah, Luna possibly retiring as well strikes me as a little odd- seeing as (unless we’re given a more concrete timescale to work with which proves otherwise) she’s only been back in office for somewhere between 5-10 years, but hey… assuming this isn’t just a Trollestia move, maybe the sisters just want time to more properly catch up after 1000 years separation?
She’s be busy behind the scenes.
