You’re mistaking chaos for randomness. Given enough instances, you can deduce a pattern from random behavior. In chaotic behavior, there is no pattern, no matter how often you check it.

Chaos is the very opposite of fair. Fair means good and bad is divided evenly so everyone gets to have their ‘fair share’, chaos is like distributing food with an RNG system.
