Your confusion is relatively easy to answer. When looking at a picture, often one can imagine a story. The picture is a frozen moment in that imagined movie, like hitting pause. Really good pictures often evoke this kind of imaginary scene in people. They like to imagine what was going on just before the pause and what happens after. A good artist attempts to evoke this imagination when they draw a still image like this.
 
As part of this, people also might imagine the character and how they would speak. What they would say. What they might have been saying to lead up to the paused moment.

Is offering his/her/its idea of what that leadup might look like. What he/she/it thinks Scootaloo was saying that led to her being in the position she’s depicted in. One obvious component of it is the notion that, by looking at the “camera,” she is looking at “you” (me, you literally, the background pony anon making the comment, as well as everyone else viewing this image). Inserting the amalgam character “Anon” into that position, and imagining that Scootaloo is depantsing herself for this Anon, and speaking the way 13F2 imagines fills out that imaginary scene.
 
I’m not convinced that sounds in-character for her. She may put on a tough act at times in the show, but she looks a bit older in this. She may well have become more confident and aggressive. So each interpretation is going to be different. Maybe you interpret her character (and her aged up progress) differently. That’s why it sounds off to you and perhaps is annoying.
