Different subraces, I guess. Tempest is also (canonically) one of the tall ‘n slender style unicorns like Sassy or Fleur, and then there’s also the curved-horn ones like Mistmane, so I guess the artist took the freedom to give Trixie a “classical unicorn” tail.
