Technically no. The thing that they are saying would be (Roughly) the following:
 
General: I’ve been told that you punish your students with a ruler.
 
Baldi: Yeah, why? (Why do you ask?)
 
General: I personally prefer a stick, it’s useful for me for the cadets to mark the march (Military term for being synchronized during march if i’m not mistaken)
 
Baldi: The stick is good, but the sound is not enough to wake them up from the fright, I’ll show you…

Pretty sure what Baldi is saying the first panel is something like “Yes, what’s up?” or “Yes, what is it?”
