“WHAAT?!” screamed Rarity as Detective Stable hoofcuff her and put her in his car.

What I meant was that a pubescent or early teenager is likely to act more forward or obvious on romantic feelings than how Tomoyo acts towards Sakura.
 
If you followed the anime series, Li Mei Ling, Rika and even Chiharu are better examples of acting over a romantic interest.
 
Tomoyo’s actions seem like she has a purely esthetical fixation on Sakura and, since they’re best friends, she also cares a lot about her; from there to ‘romantic feelings’, especially on an 11-14 year old, I think it needs a bit more.

Also, I think Tomoyo’s infatuation is depicted as being 100% platonic from the start, after all they’re only 11-14 years old through the first series and what’s been released of the second one.

Tomoyo is in love with Sakura, but knows Sakura is in love with Syaoran Li, the male lead of the show. There is a weird love pentagon thing going on in the show, but that is neither her nor there. Tomoyo knows her love could never be realized, but as long as she can be near Sakura and can see Sakura’s smile, that is all she needs to be happy.

Spike knows that Rarity don’t see the same way as him (“Simple Ways” pretty much prove it), but I think Spike don’t really care about it as long he make her happy. He never try to be in a relationship with her.

They go so far in between the “Spike has a crush on Rarity” moments in the show that I’m always surprised he hasn’t grown out of it. I definitely don’t think Spike is a creep for it, but I think he’s mature enough to know that it’s not gonna happen. The fact that Rarity hasn’t straightforwardly told him as much probably means she still thinks of him as a kid.
