When she is not written as a competent character she is not a competent character.
She hasn´t exactly covered herself with glory on several occasions.
Again, writing. If someone with enough military experience was writing her with a bit more freedom, I’m pretty sure she would be demanding your attention.
I doubt that any drill instructor would treat a child like that.
Of course it is a problem with the character.

I bet if i would talk her about this in a comfy peaceful private place she might come out from her emotional shield and cry(in my fantasy she had a rough childhood that’s why she decided to become a iron hoof leader)
