Its Baby Doll aka Mary Louise Dahl. An actress who was born with systemic hypoplasia, a rare condition which kept her from ever aging, meaning that she spent all of her life looking like a little girl.
 
Which is kinda sad really. The episode ending of her first appearance on Batman: The Animated Series makes you feel sorry and sympathize with her.

Any ‘lovable qualities’, as you put it, are not just rarities in themselves, but can be overlooked entirely if one sees just how much Dee Dee can be a perpetual thorn in her brother’s side.
 
As funny as the episode was, Labretto pretty much sums up Dee Dee’s role in Dexter’s life XD
 
Of course, in comparison to Suzy Johnson, she’s not malicious so much as she’s naive to an irritating level (Almost convinced she has ADD…)
 
Granted, this is bias talking, but still.
 
The horse episode was also hilarious “So, let her go, or all eat you all up! Roaring horse noises”

But Dee Dee had lovable qualities that the others do not display in such frequent occasions… Such as loving him despite the fact that on most occasions he treats her like dirt.  
There is also the fact that she appreciates his intelligence enough to seek him out when she wants to become a unicorn…or Horse… can’t remember… Been too long since I seen the series.
