Perhaps it’s both, and is it too much to ask to expect the bearer of the Element of Magic to be able to actively use magic, like a unicorn, alicorn, or kirin?

You’re eight seasons in and you still think the Element of Magic is referring to literal magic? It’s the spark that brings and keeps friends together.

Pretty much how it seems to line up with what that episode showcased and their prior characterizations demostrated.

If you zoom in on the picture you might see that the objects beneath the Young 6 are not the elemental necklaces that the Mane 6 wear but the 6 relics that were being kept at the school.

No no I fully agree with you especially in regards to Sandbar, his element makes the most sense.

I don’t think comparing the glow color to the coat color of the Mane 6 is the best choice for who is what. What Lies Beneath probably serves as a better indicator.
 
Here’s what I think based on that episode:

Sandbar = Loyalty His challenge was basically the same as Rainbow Dash’s from Episode 2.  
Smolder = Honesty Her challenge was to be honest with herself and admit she likes cute stuff. Plus, it goes with her rather blunt personality.  
Skystream = Laughter Her challenge was to get over her fear of the Sky King which she did by laughing in his imaginary face.  
Yona = Kindness Her challenge was to get over her arachnophobia which she did by going full on Fluttershy.  
The last two are hard because their challenges seem to have nothing to do with any of the elements.  
Ocellus = Magic Her challenge was to face her fear of what she is, a changeling, and being viewed as that or regressing back to her previous form. She beat her challenge by realizing that who she chooses to be matters more. She could be several of them, but let’s be honest, she’s the only one who can use magic.  
Gallus = Generosity His challenge was basically claustrophobia which doesn’t really fit anything. He got out by just calming down and finding the exit, but generosity is the only one left, so yeah.

Or maybe we’re overthinking it and they don’t represent a single element but the elements as a whole. The colorful aura was just an easy way of telling us that they are the new users of the elements and their power.

Does this mean that Gallus is the leader of the YOUNG 6? It would actually make a lot of sense since he’s by far the most developed of the group.

I think OP was going off the glow surrounding each of the Young Six - the colors seemed to correspond to the Mane Six’s coat colors.
 
As far as Cozy, I think that’s OP headcanoning.

Um, pretty sure you got some of the elements here wrong. Also, who’s to say cozy is gonna be a new element?

Gallus is magic? He’s a griffon. If anyone is able to do magic, it’s Ocellus, since she has a horn and changelings with horns (or who transform into unicorns) can do simple magic like levitation.

How interesting, I can’t wait to see the finale of season 8
