Not according to copyright laws. A character is protected by copyright law for fifty years after its original creator’s death, and then they’re public domain, at which point, anyone can use said characters for whatever they want.
But five decades after a character’s creator died, few people will remember many of those characters, and fewer still will care, so many characters will probably die within the span of their copyright protection.

Cartoon characters can die with their owners.
I’ve felt like this for about 13 years and even with help it’s only gotten worse.
That must be very frustrating for suicidal cartoon characters.
And that’s one reason windows in high rises don’t open.
