I haven’t seen him paired with Scootaloo, so not EVERYONE everyone.
I dunno, they both kinda got screwed over by life (Scoots can’t fly and her parents don’t seem to care about her much, Gallus was an orphan in Griffonstone , one of the least compassionate places on Earth) and I feel like they maybe would be able to understand/support one another.
