It was an interesting headcanon, and I did read/listen to a reading of a fanfic that used said headcanon.
I personally don’t see her as octavia’s sister. Sorry to break the illusion, but it’s just the animators reusing a colour palette that they know works. She isn’t the only pony to have her colours transferred to another background pony in the movie! ;)
I’ll admit though, it does give me a little chuckle. It reminds me of many years ago, pre season four, when there was a small group whose head cannon was that Octavia was one of Pinkie’s sisters, citing a similar colour pallete to Marble Pie.
This isn’t show canon, and that was just another background character.
That’s her pre-marital name unless Ostin took her name instead (which I don’t think is canonical to Bob’s comics but doesn’t sound too out of character.)

Huh, learn something new every day.
It is pink. It’s just an unfortunate side effect that my pink pencil has a rather stubborn pigment centre. A lot of colour is lost though when scanning as well, but if I try to digitally correct this the effect is awful.
A lot of the time how saturated the colour turns out depends on how much surface area the colour has to cover, less surface area = less vibrancy. So, given I draw everything on A5 paper (Yes, that small! (Except for large comic pieces!)) Octavia’s bow measures a mere 1x0.5cm in reality, hence the unintentional ‘washed out’ effect.
